Research done by Norce, shows the main challenge facing todays´ municipal structure in North Jæren is the political cooperation between the larger municipalities.

This is in regard to land area and transport across the municipalities. The research also shows that the larger municipalities face the same challenges as the smaller municipalities when it comes to competence and capacity within council services. The finding for Rogaland is that the argumentation used by the department to highlight the benefits of merging municipalities is open to question.

The research is still ongoing. Norce is currently analysing data in order to illustrate the consequences of these processes. However, Einar Leknes, Group leader for Climate, Environment and Sustainability in Norce, states that some results are ready.
